is a big bargaining chip. looks like defense will take a bigger cut because of that. >> every single one of the panels has recommended bigger cut spending. secretary gates has even said he was expecting a bigger number than 400 billion or that some of the estimates out there were bigger than 400 billion. marcus, what are some of the things the pentagon doing to prepare for a leaner future. gates was the one out there arguing to keep spending levels high. >> well up to now, the pentagon mainly way of saving money is through efficiencies. last budget go around for over five year period they said we will save $178 billion. however they reinvested 100 billion. now they believe more work can be done in terms of efficiencies, however more has to be done in terms of whether it's weapons, whether it's instrain. >> kate let me end with you, do we know, now that we have some of the these proposals on the floor, do we know where the 2012 defense bill is going to ultimately end up? >> i think all of the bills that have been passed so far, i think you will see defense get cut much more than has alre

:05, happening as we speak, a big sink hole on highway 87 in san jose. that's right along the southbound side of the highway near west virginia street. work crews are out there and so is ktvu tara moyarti but what's the very latest? >> workers workers will not continue work until engineers arrive. we had to move because it was simply too dangerous. you can see where they've blocked out one southbound lane of 87 on the left and then one lane of alma avenue on the right. the sink hole is about 30 feet wide. there's a big gap underneath the median. now caltrans discovered the problem tuesday. they came out. they poured some gravel. sort of a band aid fix. and last night they compressed the gravel and found it sank. you can see where the concrete is exposed now. there's a huge crack running up and down on that roadway. they shutdown some lanes on the freeway. we are close to west virginia street. just to give you an idea where we are on 87. crews are expected to be out here all morning repairing the sink hole. damage is pretty extensive. the highway seems to be moving up. right now let's check i

.m. this meeting last night came after word of a potential deal and a pretty big deal after word of a potential deal really stole the headlines yesterday afternoon and overnight. this would be, as i said, a pretty big deal. $3 trillion in deficit savings over ten years. and we only have a rough sketch of it. what is interesting, don, as you said, the white house is shooting this down. they say there is no deal. we heard jay carney shoot this down yesterday. the speaker's office is saying there is no deal but we have from congressional sources who are speaking on anonymity there is a framework. at 10:00 a.m. we will detail what the sources are telling us is in this potential agreement. >> only 10 1/2 days. thank you very much. we will be coming back to you throughout the day. >>> among an already crowded field of gop presidential candidates, a new cnn/orc poll suggests that texas governor rick perry may want to throw his hat into the ring too. mr. paul steinhauser joins us live from washington. >> rick perry is thinking about jumping into the white house and could do it. stay tuned on that. the

. even american banks have almost $300 billion. is italy too big to fail? >> well, certainly it is. i mean, if you have to think about a rescue package for italy no one today has the money to put it up. i mean, let's face it, as you said before, italy is six times the size of greece. so i think that everybody should be quite calm. today the markets were doing much better. it's true, as ken was saying before, part of the confusion arose because of a fight over an internal political fight between berlusconi and finance minister tremonte. but the decree for a large austerity plan was already passed. and it was because of this fight that the markets feared that maybe this decree was not going to be approved by parliament. today the situation has been clarified. by friday this package will be passed and, you know, italy is going to go on by adopting this plan and by 2014 it will have a balanced budget which is going to be quite an enviable situation if all of this will go according to plan. >> suarez: professor rogoff, the news of the austerity plan seemed to have calmed really jittery mar

. this is something economists and political science could study. in my view of congress basically is a big villain in many different issues. when congress spends money directly on r&d it doesn't do that great of a job. if you're spending money on r&d during wartime because it's inside lated from congress because it's patriotism but if you're working through an institutional structure such as n.i.h. where there is indirect accountability but not direct answering for individual grants and decisions this works quite well and what we need to do as social scientist is come up with more structures of this kind, things like the medicare payments advisory board but set it up in a way where it can work and we can actually preserve enough money in the system to be spending on longer term purposes. another issue i focus on to a considerable degree is demography. we need to think long-term. humankind has never in its history had societies which will be as old as the societies which we're getting now and which will become older with each year. the frightening truth is that we don't even actually know if this w
